About CTIC

What is transition?

Following the 1990 amendment to IDEA (Individuals with Disabilities Education Act) school districts are required to provide “transition services.”  In Minnesota, transition services must start by age 14 or grade 9. Assessment and planning must be relevant to the student’s needs.

Who are CTIC members?

According to Minnesota State Statute, each school district, group of districts, or special education cooperative, in cooperation with the county or counties in which the district or cooperative is located, must establish a Community Transition Interagency Committee for youth with disabilities, beginning at grade 9 or age equivalent.

Members of the committee may include:

  • School Staff from Local High Schools and Transition Programs
  • County Social Services
  • Vocational Rehabilitation Services/State Services for the Blind
  • Career and Technical Education
  • Post Secondary Education and Training Institutions
  • Mental Health and Other Health Providers
  • Community Education
  • Adult Service Providers
  • Community Recreation Providers
  • Parents
  • Young Adults with past experience in transition planning
  • Local Business Partners
  • Advocacy and Support Organizations

MVC-011SWhat do CTIC’s do?

  • Help to identify current services, programs, and funding sources provided within the community for secondary and postsecondary aged youth with disabilities and their families.
  • Provide educational forums and transition related events throughout the school year for transition-aged youth, their families, and educators/disability professionals.
  • Provide support and assistance to individuals seeking information related to the transition process and available resources.
  • Facilitate the development of multi-agency teams to address present and future transition needs of individual students on their individual education plans.
  • Recommend changes or improvements in the community system of transition services.
